Try to translate directly into: . . . Random or periodic fluctuations with frequency and gain.
I think with here means "in the form of..." rather than "with". If it is "with", what frequency and amplitude does it change with? And it always feels awkward to add "low or high", so just "with the frequency and amplitude (of something)" will be fine. My humble opinion, haha
