13% sodium hypochlorite can be prepared by using an ion-exchange membrane caustic to absorb chlorine gas. The temperature must be well controlled and not too high to prevent decomposition; original chlorine should be used as much as possible.
Chlor-alkali plants are generally capable of producing it, with a concentration that can reach 20%.
We often produce sodium hypochlorite at a concentration of over 13%; both elemental chlorine and waste chlorine gas can be used. The key is to control the alkali concentration as well as the reaction temperature. Temperature is also a concern when it comes to storage and transportation; storing and transporting it in summer is rather difficult.
