Static head of tower operation

Hello, everyone! I have a question for the experts: What does the maximum operational static head of a tower refer to, and how is it calculated?
It should refer to the fact that, at the design pressure, when the tower is filled with water, the pressure at the bottom of the tower is equal to the top pressure plus the hydrostatic pressure of the water.
It should be: Maximum static head = Design pressure + Pressure generated by the water fill height
