Have a question regarding the seal water for pumps or compressors?

In PID diagrams, we can see that for many compressors or vacuum pumps, the inlet for the seal water is usually equipped with a flow meter, while there are pressure switches or pressure measurement points at the outlet. However, this is not always the case for pumps – some have flow meters on their inlet pipelines, while others do not; the same applies to pressure switches or pressure measurement points. My question is: are there any universal design requirements for the instrumentation on the inlet and outlet pipelines of the machine seal water in such rotating equipment? Or are there any guidelines or something of that kind in this area? I hope experts can give some guidance!
Yeah, I’m also puzzled by this. Why do some pumps with hundreds of kilowatts of power not require seal water, while others with just dozens of kilowatts do? Moreover, some have flow rate monitoring while others don’t – it’s really incomprehensible
