Where did the oil go?

I work at a refined oil storage facility at a dock where oil is unloaded; after each unloading, pump water from the river in order to flush out any remaining oil in the pipelines, which facilitates the verification of the quantity of oil. After unloading gasoline once, continue with the water pushing operation. After all the oil in the pipeline had entered the tank, the meter reader went up to the tank to check the level and found that the guide rail groove was filled with water. There is no oil. Before the oil was unloaded, this gasoline tank was still empty. However, more than three meters of water has not been drained. I would appreciate it if some experts could help find out the reason. Thank you!
The water in the gauge trough should be the original water present in the tank. Gasoline is lighter than water; if the lower end of the tube in the gauge trough is below the water level before fuel is added, the bottom water in the tank will be pushed into the gauge trough after fuel is added. The situation will be better if there are small holes in the tube walls that allow communication between the two areas.
Is it a requirement per the standards that connecting holes must be provided during the design of the guide rail groove? Now we can’t see either whether there are any connecting pores or not!
