It’s the style of state-owned enterprises: in the initial stages, the people in charge of the processes are experts (at least they have decent skills and specialize in certain areas). But later on, favoritism takes over. Hehe, and since the companies have plenty of money, people take advantage of that situation to exploit the system. So, if there isn’t enough money involved, then surely no one will speak up, as long as they have powerful backers.
