Pre-loading inspection 1: Before loading, the loading operator should coordinate with the tank farm operators regarding the loading process, clarify the type of product to be loaded and the quantity to be loaded, and verify this information with the dispatch team. 2 The loading hoses, static grounding wires, and other loading tools are all available and in good condition; the equipment is in perfect order and ready for loading. When a liquefied gas tank truck arrives at the station, its relevant documents must be checked (including the permit for using the liquefied gas tank truck, the escort officer’s certificate, and the driver’s license for such trucks). Tank trucks that do not have all the required documents or whose documents have expired shall not be loaded. 4. Carefully inspect all the accessories on the vehicle: valves, pressure gauges, safety valves, level gauges, manholes, and connection hoses, to ensure they are all present and in good working condition. Check whether there are fire caps available, whether the vehicle is equipped with 2 dry powder fire extinguishers, whether the extinguishers are functional, and whether the dry powder inside them is fully charged. 5 When a new liquefied gas tank truck arrives at the station, it must present a test report showing the oxygen content level; loading is only permitted after the test shows that the oxygen content is below 1%. 6 When outsiders and operators enter the loading area, check whether their clothing is appropriate, and whether they are wearing synthetic fiber clothing, sandals, slippers, or shoes with nails when entering the tank area ； Check whether pagers or mobile phones have been brought to the loading site, and whether lighters, matches or other ignition sources and hazardous materials have been taken into the platform. 7 After checking the above contents, the person responsible for the inspection must fill out the operation confirmation form and sign it. 2.1.5.2 Before a tank truck enters the site for loading, after it has been inspected, it enters the station through the north gate. The loading operator personally guides the tank truck to the designated loading position; the operator then places a no-start sign in front of the tank truck and collects its keys. 2 The escort shall connect the loading line and the gas-phase return line between the tank truck and the crane using rubber hoses, and install the static electricity grounding wire; the loading operator shall verify this on-site. Unauthorized personnel are prohibited from operating the crane valves, and it is the loading operator who must properly open and close the valves for the gas and liquid phases. Once all preparations are complete and everything has been checked, the loading supervisor shall confirm that everything is in order before notifying the pump operator to start the pump. 2.1.5.3 Tanker Loading Process 1: During the loading process, the operator shall carefully check for any leaks in the loading system as well as in the quick connectors; if any abnormalities are detected, the relevant valves must be closed immediately, and the pump operator should be notified to stop the pump. 2. A dedicated person should be assigned to supervise the loading process. The level gauge of the tank truck should be opened slowly, with an effort to minimize the time and number of times gas is released. It is necessary to keep an eye on the liquid level in each tank truck; once it approaches the safe level, the gas-liquid valve should be closed immediately. The escort responsible for monitoring the tank truck shall also close its gas-liquid valve, and the operator should promptly inform the pump operator to stop the pump. The loading supervisor must verify on-site whether there are any abnormalities during the operation (provided that the amount of liquid that can be loaded into a tank truck allows it, loading can be carried out continuously in batches of four trucks). 3 After loading is complete, under the unified command of the operator, the escort personnel remove the loading line, vapor return line, and static grounding wire between the tank truck and the crane station. 4 During the liquefied gas loading process, without instructions from the loading operator, it is strictly prohibited to start the vehicle and it is also forbidden for other tank trucks to enter the station. 5. Explosion-proof tools must be used in the LPG loading station; these tools should be handled with care, and collisions are strictly prohibited. Loading must be stopped during thunderstorms. 6 When pressure relief is required during loading, the loading operator shall use the vapor return line to relieve pressure, striving to minimize the number of venting operations. 7 During or upon completion of the above operations, the relevant person shall fill out the operation confirmation form and sign it. 2.1.5.4 Completion of loading: Once the liquefied gas has been fully loaded, the person in charge of the loading process verifies that everything is correct, removes the no-entry sign from the tank truck, returns the keys, and then gives the signal to start the tank truck; subsequently, weight checking is carried out at the south gate before the truck leaves the site. 2 After loading is completed, the loading operator shall conduct a thorough inspection of the vehicle, paying attention to the loading equipment; they must also reset the loading equipment and fill out the loading record carefully. 3 At least two loading workers must be present to load the liquefied gas tankers.
