Target flowmeter is more practical
I agree with the point above. Our company generally uses intelligent target flowmeters for high-viscosity fluids, which can withstand high temperatures and are basically maintenance-free.
Using a Coriolis mass flow meter, personal feelings.
For a pipe with such a small diameter, use a positive displacement type.
The price doesn't matter, you can ask someone for advice on oval gears. I heard they are effective for high viscosity gears.

Mass flow meters are more effective but more expensive. I have never used a target flow meter, but it should work based on the principle.
The wedge flowmeter is better. We use this for all heavy oil installations, and the maintenance is low. It’s good!
