When the scaling of the drawing in 004 is changed, the dimensions indicated also change. Is there any way to solve this?

You can manually adjust the dimensions of the annotations!
Agree with what was said above; manually modifying the bucket can solve the problem.
My understanding of your question is that when a graphic is scaled, the dimensions that are automatically assigned will scale along with it; whereas dimensions that are manually adjusted remain unchanged. In situations like this, I usually simply scale the frame to ensure that the drawing remains readable
Modify the ratio, or add another ratio
Changes can be made manually; select the text within the element that needs to be modified, and you can change it to whatever value you desire. But generally, drawings are made at a certain scale to facilitate labeling and reference.
You can enter “T” when making the annotation; this way, the dimension indicated will be the actual size and will not change.
