Is an emergency vent manhole required for internal floating roof tanks? (Urgently seeking expert advice)

Recently, in the design of some projects, the vent holes on internal floating roof tanks have been removed, and nitrogen seals, breather valves, and flame arresters have been added. The breather valves here are generally calculated based on normal breathing volume, that is, the sum of material inflow and outflow plus the heat effect. If API2000 can be applied, in the event of a fire, if the discharge capacity of the breather valve is insufficient, an emergency relief manhole must be installed; however, API2000 seems not to be suitable for floating roof tanks. I would like to ask everyone: does an internal floating roof tank require an emergency vent manhole just like a fixed-roof tank? Since the internal floating roof and the tank wall are sealed, will the liquid inside the tank vaporize in the event of a fire? It’s best to provide the regulatory basis! Thank you!
