Safe distance between refineries and urban areas

As the title suggests, I heard that **there are relevant regulations, but I haven’t been able to find them yet. These days, environmental protection is increasingly viewed in a negative light, yet companies, especially those that are newly established, are increasing their investments in this area. But are there **mandatory standards?
Why build oil refineries in separate locations? Tank areas can be found everywhere............. New refineries these days are certainly not built too close to urban areas – after all, there are costs associated with land use. The concern is that as cities expand, those areas might gradually extend towards the refineries... And when the refineries get old, problems may arise.
It seems there’s no specific rule; it depends on what kind of chemical plant it is and what scale the refinery has. In any case, the refinery is at least 5 kilometers away from the nearest town.
Hehe, if it’s the 5 kilometers mentioned upstairs, then that’s scary. Many old companies are unable to do it.
