The issue of repeated deductions for downloads

Sometimes there is such a problem: when downloading files, issues arise and the download cannot continue. At this point, one has to download it again, but two charges are applied this time. I wonder if the forum can be improved so that when the same user downloads content multiple times, the fee is charged only once
It is recommended to download when the forum is stable and the internet speed is fast; the method suggested by the original poster is currently quite difficult to implement.
