A stupid question: Since the company uses steel structures for construction, can the anti-static grounding of the pipelines be connected to those steel structures? And for the grounding on the second floor, is it okay to connect it to the floor of that floor?
It should work! But I think a proper grounding system should be installed at the steel structure foundation on the first floor! For pipelines carrying flammable and explosive materials, aluminum or copper sheets should be used for the flange connections! Attention should also be paid to the effect of the surface paint on electrostatic conductivity!

It should be done in accordance with the regulations, with separate grounding.
