Longitudinal partition problem of double-shell heat exchanger

Can any expert help me? I am designing a heat exchanger with double shell and 8 tube passes. According to the inlet and outlet positions of the nozzles provided by the process, it seems that the longitudinal partitions can only be arranged parallel to the heat exchange tubes. In the previously designed double shell heat exchangers, the heat exchange tubes are all across the longitudinal partitions. Can an expert explain, is it okay to arrange parallel arrangements???
The longitudinal partition is parallel to the center line of the heat exchange tube, and perpendicular to the heat exchange tube is the baffle or support plate.
