Initial value problem of control valves

On the DCS screen, there is a control valve with an initial value – what does that mean?
It should be the initial opening degree of the valve.
It can also be described as the minimum opening degree of the control valve
Please explain in detail what initial values are? Is there flow when the DCS is just powered on, or is there still flow after the valve is closed?
If there is still flow after the valve is closed, it indicates that the control valve cannot be fully closed or has not been fully closed; the cause needs to be investigated. There are too many reasons why it can’t be shut down. It needs to be carefully checked.
[On the DCS screen, there is an initial value at the control valve; the experienced technician said that this valve does not control any parameter. I’m not sure if that’s true.]
