How are the engineering sample files for CS3000 used?

Since you are trying to open the “CS3000 project samples,” you must have the configuration software for CS3000 installed; therefore, an installer should be available. The Vnet drivers can be found in the installer’s directory: CENTUM SOFTWARE X.XX/Centum/COMDRV/. First install the hardware (under NIC), and then install the protocols (under TDI).
