Document from the Registration Center for Professional Qualifications, Liaoning Provincial Department of Construction, Liaojian Zhu No. 9 – Notice on Carrying Out the Registration Process for Registered Public Equipment Engineers, Registered Electrical Engineers, and Registered Chemical Engineers. To the construction commissions of various cities: In order to strengthen the management of professional technicians such as registered public equipment engineers, registered electrical engineers, and registered chemical engineers, in accordance with the “Regulations on the Management of Registered Engineers in Surveying and Design” (Order No. 137 issued by the Ministry of Construction), the “Announcement on the Relevant Provisions and Contents of Administrative Licensing Matters Directly Implemented by the Ministry of Construction” (Announcement No. 278 issued by the Ministry of Construction), and the “Notice on Carrying Out the Registration Process for Registered Public Equipment Engineers, Registered Electrical Engineers, and Registered Chemical Engineers” (Jianban Shi Han No. 9), the relevant matters regarding the registration of these professionals are hereby notified as follows; please comply with them. I. Registration Requirements Those applying for registration must meet the following conditions: (1) Obtain professional qualification certificates such as Certified Public Equipment Engineer, Certified Electrical Engineer, or Certified Chemical Engineering Engineer through examinations or assessments ； (II) Being employed solely by one of the entities in the People’s Republic of China that are engaged in construction project surveying, design, construction, supervision, bidding agency, cost consulting, construction drawing review, urban and rural planning, etc. (hereinafter referred to as the employing entity) ； (III) Meet the requirements for continuing education. The applicant shall not be registered if they fall under any of the following circumstances: (1) lacking full capacity for civil conduct ； (II) Those who have been subject to criminal punishment for engaging in survey design or related activities, and for whom the period from the completion of the execution of such criminal punishment to the date of applying for registration is less than 2 years ； (III) Having caused a major engineering quality and safety accident due to negligence within 3 years prior to the date of application for registration, or having caused a significant engineering quality and safety accident due to negligence within 1 year prior to such date ； (IV) Other circumstances stipulated by laws and regulations for which registration is not permitted. II. Registration Procedure (1) The applicant shall submit the initial registration application along with the relevant written documents through the employing entity. The employing entity enters the enterprise version via its corporate identification code to fill out the forms, uploads the electronic data online, and prints out the initial registration application form specific to the relevant profession. Both the applicant and the employing entity are responsible for the accuracy of the registration-related materials they submit. (2) The employing unit shall sign its opinions and affix its seal to the submitted written materials, and submit the written application documents along with the electronically uploaded data to the municipal construction authorities where the industrial and commercial office is located. (3) The municipal construction authorities shall carefully verify the original and copy documents related to the employer applying for registration as well as those provided by the applicant, and request them to sign and stamp the registration review form. Once verification is complete, the written documents along with the electronic data shall be submitted to the Professional Qualification Registration Center of the Liaoning Provincial Department of Construction; the enterprise may also submit the written documents on its own. (4) After accepting the application, the Practice Qualification Registration Center of the Liaoning Provincial Department of Construction submits preliminary review opinions, and forwards these opinions along with the application materials to the respective professional management committees for registered engineers in surveying and design for approval. III. Registration Application Materials (1) “Initial Registration Application Form” (signed by the applicant and stamped with the official seal of the organization) ； (II) Copy of professional qualification certificate ； (III) Copy of ID card ； (IV) A copy of the valid employment contract signed between the applicant and the employer ； (5) Copy (facsimile) of the employer’s qualification certificate ； (VI) For those who register for the first time after the deadline, proof of meeting the continuing education requirements must be submitted (this is not required for those who submitted an initial registration application before March 31, 2013) ； (7) Registration Review Form (see Attachment 1) ； All the above application documents shall be submitted in duplicate to the reception hall on the sixth floor of the Professional Qualification Registration Center of the Liaoning Provincial Department of Construction. IV. Others (I) The employing unit can visit the website of the Ministry of Housing and Urban-Rural Development of the People’s Republic of China (website address: http://www.mohurd.gov.cn/), go to the service portal, select \"Registration for Professional Qualifications of Survey and Design Engineers\", click on \"Online Application\", and then select the enterprise version entry. Alternatively, they can visit the website of the Registration Center for Professional Qualifications under the Ministry of Housing and Urban-Rural Development (website address: http://www.pqrc.org.cn/), access the National Registration Management Information System for First-Class Registered Architects and Registered Engineers, click on the enterprise version entry, and download the software for the enterprise version application system. The online registration and application system is scheduled to be launched on March 22, 2010. (II) If the employer declared for initial registration by the applicant differs from the unit that conducted the assessment or to which the applicant applied, a certificate of termination of employment issued by the original assessing or applying unit is required. (III) If the applicant’s ID card is a second-generation ID card, both the front and back sides must be copied. (IV) A complete set of copies of the valid labor contract signed between the applicant and the employer must be provided; the employer’s official seal and the applicant’s signature must be clear, otherwise the original labor contract must be submitted.
