Do low-temperature, atmospheric-pressure liquid ammonia storage tanks that have been insulated require spraying?

I see many discussions on the forum about whether spray systems are needed for liquid ammonia storage tanks, but my case is a bit special – it has already been insulated; is it still necessary to install a spray system? The storage tank is a fixed-roof tank with a diameter of 26m and a height of 18.8m. It belongs to low-temperature and normal-pressure storage tanks.
To add, the key issue is that the tank has been insulated, and an ice machine provides the cooling capacity. There is an insulation layer outside, so the cooling effect of spraying is not significant; the main purpose of installing spraying systems is to absorb ammonia in case of a leak.
It can be one of the options as a security measure.
