Do the pressure vessels referred to in 1.4.2 and 1.4.3 of TSG R0004-2009 Safety Technical Inspection Regulations for Fixed Pressure Vessels have to meet requirements (1), (2), and (3) in 1.3 first?； Still meet (1) and (3) in 1.3 ； Does it still not need to meet all the requirements in 1.3; just being a pressure vessel is sufficient? I see a sentence in 1.4.1 that says “within the scope of application of these procedures” – my understanding is that it is necessary to first meet the requirements (1), (2), and (3) listed in 1.3 ； But this sentence is not present in 1.4.2 and 1.4.3——do I understand that it is then not necessary to meet requirements (1), (2), and (3) in 1.3?
In my opinion, the pressure vessels mentioned in 1.4 should be something that falls outside the scope of 1.3 – are they special provisions?

In other words, the pressure vessels referred to in 1.4.2 and 1.4.3 are those that meet the requirements of (1), (2), and (3) in 1.3; otherwise, they are uncontrolled vessels.
