The actuators (cylinders) of cut-off valves are quite large, as are the springs; therefore, impact can occur during closing, so support must be added as appropriate during piping or installation. This type of actuator is equipped with air holes for allowing air to enter and exit; it is important to protect this area from rain and dust. I recently serviced a cut-off valve actuator and found that the cylinder had rusted due to water intrusion.
There are also reasons such as excessive pressure difference, excessive torque on the actuator, and valve seat deformation. It can be checked and excluded separately
