Condition at the inlet when the circulation fan starts up

From what I have learned before, it is generally necessary to close the inlet valve when starting a fan so that it can start under no-load conditions. But for large circulation fans, is it appropriate to start them with the inlet valve closed? I would be extremely grateful if you, my seniors, could offer some guidance! !
When the fan pressure is not high, it can be started with the inlet valve completely closed.
What if the inlet pipe gets collapsed? lol
