Given the large height and volume of the tower, it is inconvenient and risky to conduct hydraulic tests on-site; therefore, it is desired to waive the pressure resistance test (as well as the gas-liquid combined test). What procedures are required to do this? Which standard regulations have their origins? Please answer relevant to the topic, thank you!
It shall be carried out in accordance with the provisions of 3.8 and 3.9 of GB150-1998.
It is stipulated in Clause 4.7.7 of the tolerance regulations.
Per clause 4.7.7 of the standards, or clause 4.7.8 may also be used.

The answers from the people above aren’t very relevant; neither the standards nor clause 150 specify how a user can be exempted from the voltage withstand test, and note that this doesn’t apply even in the case of gas-liquid combinations. The current situation is that the user can decide for themselves whether to carry out the renovation, and the designer’s approval has also been obtained.
