The expert group believes that Sinochem’s proposal to use heavy and low-quality crude oil and employ flexible coking processes for processing is technically advanced, economically reasonable, and also conducive to energy conservation and environmental protection ； The proposed site in Xiaoguoju, Liuheng, has little impact on the urban area of Zhoushan and Zhoushan Airport; it is more conducive to connection with the Ningbo petrochemical industrial zone. There is an ample supply of land available there, and no farmland is occupied. The coastline is well integrated with the inland areas. With the completion of the cross-sea bridge from Liuheng to Ningbo, the strategic advantages of this location will become even greater. Therefore, choosing Xiaoguoju in Liuheng as the site is a reasonable decision ； Based on the current preliminary feasibility study report, it is necessary to further optimize various construction plans. At the same time, proper coordination and integration should be ensured among the plans for the Liuhegang Petrochemical Industry Base, land use planning, and port shoreline planning, with the aim of including them in the **12th Five-Year Plan for refining and chemical processing industries**.
In the end, the delayed coking process was adopted, with two furnaces and four towers; the plant came online in 2008.
The project remains on paper for now, with construction expected to begin in 2100.
Zhoushan is an island, so environmental protection measures there are certainly stricter than on the mainland; the possibility of establishing large-scale oil refining projects there is low!
