Could everyone please help answer the question regarding the distance between Class A factories and office buildings?

According to building codes, the safety distance between Class A factories and office buildings is 25m, right? Are there any other requirements with higher standards? For a project I was working on, the Safety Supervision Bureau issued a comment stating that the distance of 25 meters between the Class A factory building and the office building is not sufficient!
