In the SH3503-2007 construction completion technical documents, can the project manager and the technical supervisor be the same person? Are there any regulations?
In principle, it’s not allowed to sign with the same person’s name, but there seems to be no specific rule regarding this; the instructions only state that it should be filled out by the technical supervisor. It also depends on how the responsibility structure is established in your organization. It should be possible for the project manager to also serve as the technical supervisor, but this structure must be approved by both the supervision unit and the client.
There is no such rule, but in none of the projects can the project manager also serve as the technical lead; the two roles cannot be held simultaneously! !
