On March 26, at the 17th meeting of the 14th Qingdao People’s Congress held here, Liu Mingjun, vice chairman of the Municipal Political Consultative Conference and director of the Municipal Development and Reform Commission, revealed that the city plans to build additional oil refining projects on top of the existing ones, in order to create a complete industrial chain and expand from single oil refining products to a variety of other products such as plastic goods. It is reported that the annual refining capacity of the second “large-scale oil refining” project is expected to reach 12 million tons. He said that the newly planned Peninsula International Airport was originally intended to be built by expanding the existing airport, but this plan was abandoned after careful consideration, as the costs associated with demolition and similar activities were too high; it even involved the demolition of parts of the Jiaoji Railway. Currently, work such as site selection for the Peninsula International Airport project is underway. The other is the second “large-scale refining” project. Liu Mingjun said that, on the basis of existing large-scale oil refining projects, the city is planning to build new ones. The annual refining capacity of the newly built “Large Refining” project is expected to reach 12 million tons. However, unlike the first \"large-scale refining\" project, the function of the new project is not limited to refining alone; it also bears the responsibility of improving the related industrial chain. Liu Mingjun said that current \"large-scale oil refining\" projects have relatively limited functions and cannot achieve industrial scale; once new projects come online, this issue can be effectively resolved. By then, a complete industrial chain will be established; the products of \"large-scale oil refining\" will not be limited to oil alone, but will also include a variety of other products such as plastic items like water bottles. Regarding the environmental issues associated with new \"large-scale oil refining\" projects, Liu Mingjun said that they will be given high priority. However, he did not reveal the specific time and location for the new “large-scale oil refining” project.
