Will cooling coke oven gas be effective in removing tar?

When coke oven gas is used for power generation, would cooling for tar removal followed by secondary tar removal yield good results, allowing the tar content to be kept below 20 mg?
It is better to add a stage of activated carbon or coke filter first, which will yield an even better cooling effect
