What causes wastewater to turn light red? Also, is it okay to not have a mixer in the anaerobic tank?

The newly installed wastewater treatment system in our factory has started receiving wastewater. After the wastewater enters the system, it passes through an oil separation tank (the water turns black); once it reaches the air flotation tank, the water turns red. This situation persists, and we’re not sure of the reason. Please help us resolve this issue. The water source is the wastewater from coking units, reforming units, and coking hydrogenation units. Additionally, my system uses three-stage A/O treatment, but there is no mixer installed in tank A. I’m not sure if that’s okay and what the consequences might be The sludge activity is not very good; moreover, only the first O-tank contains activated sludge, and the system is ready to receive water.
The activated sludge loses its activity and can no longer perform water treatment functions.
