As I understand it, the \"chamber\" refers to the circular hole at the center of the flange; a wooden frame is placed there to keep the two flange surfaces apart and thus protect them. The next sentence means that the original gasket between the flanges is retained as well, for the purpose of protecting those flange surfaces.

Personally, I think it refers to the recessed part of the concave flange. A wooden gasket is placed in the groove of this flange surface to protect it.
