Article 3: All enterprises should strive to learn and study advanced quality management methods both at home and abroad, actively implement total quality management, promote and enforce the GB/T19000—ISO9000** standards, establish and improve quality management systems, obtain third-party certification for such systems as needed by the enterprise, and continuously enhance their quality management capabilities. Article 4: This system applies to the quality management and supervision in various departments of Sinopec, such as oilfield operations, refining, chemicals production, sales, and project construction, as well as in the enterprises under its jurisdiction. Chapter 2 Institutions and Responsibilities Article 5 The quality management work of Sinopec follows a management system characterized by unified leadership, hierarchical management, and clear division of responsibilities. Article 6: The quality management work of Sinopec is under the overall supervision of the Technology Development Department of Sinopec Corporation, which is responsible for coordinating and overseeing the quality management activities of various business units (companies). Its main responsibilities are: (1) to promote, implement, and enforce various laws, regulations, guidelines, and policies related to quality, metrology, standardization, etc., and to establish rules and regulations for quality management within Sinopec. (II) Responsible for maintaining working relations with higher-level quality supervision authorities such as the **Quality and Technical Supervision Department. (III) Organize the formulation of Sinopec’s quality supervision work plan and oversee its implementation. (IV) Be responsible for organizing effective supervision and inspection of the quality management as well as the quality of physical products in the affiliated enterprises. (5) Organize and plan Sinopec’s brand development strategy, and implement it. (VI) Be responsible for the operational management of the Quality Supervision and Inspection Center directly under Sinopec. (7) Be responsible for the daily operations of the China Quality Association branch. (8) Responsible for organizing quality management exchanges and related business activities between Sinopec and international parties. Article 7: The quality management departments (positions) of each business unit (company) of Sinopec are responsible for quality management within their respective areas of operation, and they work together with the Technology Development Department to ensure effective quality management across Sinopec. Article 8 The top management of an enterprise is the primary person responsible for the enterprise’s quality management work. Each enterprise should establish corresponding quality management organizations or departments based on its own production and operation characteristics, and assign full-time managers to be responsible for the quality management work of that enterprise. Chapter 3 Quality Management and Supervision Article 9 All enterprises must strictly implement the Standardization Law of the People’s Republic of China and the Sinopec Standardization Management System. Article 10: Each enterprise shall formulate annual quality work plans as well as medium- and long-term quality development plans in accordance with the needs of production, operation, and management. Article 11: Implement scientific quality management methods such as total quality management, carry out quality education for all employees, and enhance the quality awareness of all staff, especially leaders at all levels ; Strengthen management tasks such as quality systems, quality improvement, quality costs, and quality information, and fully implement the quality responsibility system ; Actively carry out mass-based quality management activities. Article 12: Actively adopt international standards and advanced foreign standards to enhance Sinopec’s overall competitiveness in both domestic and international markets. Article 13: Strengthen quality control over purchased materials. For key products with strict requirements regarding health, safety, environmental protection, and quality, a product quality approval system should be implemented. Priority should be given to purchasing from enterprises that have obtained quality system certification and products that have received product quality certification, and a goods receipt inspection system should be implemented for purchased materials. Article 14: Strengthen quality control throughout the entire process of project construction, exploration and development of crude oil and natural gas, refining and petrochemical production, and product sales. The focus should be on strengthening quality management in areas such as construction standards, product quality plans, raw material quality, production processes, analysis and testing, the quality of finished products (Chinese products), documentation and quality records, as well as product storage, transportation, and after-sales service. Article 15: For products that require strict control and have prominent quality issues, enhanced supervision and random inspections of product quality shall be carried out. Supervisory spot checks can be divided into four methods: self-inspection by enterprises, mutual inspection, supervision and management by functional departments, and supervisory spot checks by the group company. Article 16: Enterprises shall provide pre-sales, in-sales, and after-sales services for their products according to the needs of users ; Guide users on the proper use of the product and protect their legitimate rights and interests. Article 17: For products manufactured at the request of customers, it is necessary to ensure that their quality meets the requirements stipulated in the contract. Article 18: Each enterprise shall establish a system for collecting feedback on user quality issues, carefully examine user opinions, and promptly organize investigations and take appropriate actions. In the event of a quality dispute with a user, it should be resolved properly through negotiation. In case of disagreement, mediation through the higher-level competent authority or arbitration through legal proceedings can be employed to resolve it. Article 19 Enterprises are encouraged to actively carry out quality system certification, product quality certification, and laboratory accreditation. Article 20: The management of military industrial products shall be carried out in accordance with the Interim Measures for the Production and Supply Management of Military Fuel, jointly issued by Sinopec Group Corporation and the Materials and Fuel Department of the General Logistics Department of the Chinese People’s Liberation Army. Chapter 4 Quality Statistics, Evaluation, and Reporting of Quality Incidents Article 21 All enterprises must establish systems for quality statistics and evaluation, and submit the relevant statistical data and evaluation results on a regular basis as required. Article 22 Management of Quality Incidents (1) The quality management departments at all levels of Sinopec shall strengthen the management of quality incidents. Quality accidents are divided into general quality accidents and major quality accidents, with their classification levels determined by the business units (companies) based on their respective production and operation characteristics. (II) In the event of a major quality accident in an enterprise, it must report orally, by fax, or in writing to the competent division (company) of Sinopec within 24 hours. The competent division (company) shall promptly inform the Science and Technology Development Department, which will then take the lead in organizing the competent division (company) to conduct an investigation and handle the matter. (III) The handling of quality accidents in enterprises should adhere to the principle of \"four no-lets-go\". That is, we will not let go until the cause of the accident has been clearly analyzed; we will not let go until those responsible for the accident and the general public have received education; we will not let go until preventive and corrective measures have been implemented; and we will not let go until those responsible for the accident are given proper punishment. Chapter 5: Funds and Incentives and Penalties Article 23: The funds required for random inspections, the renewal of equipment and instruments, and other expenses related to technical supervision at the Product Quality Supervision and Inspection Center directly under Sinopec are subject to budget preparation by the Science and Technology Development Department. After being reviewed and approved by the finance department, these funds are included in the annual financial budget. Article 24: The funds required by each business unit (company) for quality-related activities such as quality management, quality control, and quality improvement shall be budgeted by that business unit (company), and included in its financial budget. Article 25: Units and individuals that have made outstanding achievements in quality work and contributed significantly shall be commended and rewarded in accordance with **relevant regulations. Article 26: In the quality supervision and random inspections carried out by ** and Sinopec, those whose products fail the inspection or experience serious quality issues related to products, projects, or operations shall have their leaders held accountable ; Those directly responsible shall be subject to the necessary economic and administrative penalties, depending on the severity of the consequences and impacts caused, up to the point where criminal liability is pursued. Chapter 6 Supplementary Provisions; Article 27 The \"Quality Management Methods for Sinopec Oilfield Enterprises,\" \"Quality Management Methods for Sinopec Refining Enterprises,\" \"Quality Management Methods for Sinopec Chemical Enterprises,\" \"Quality Management Methods for Petroleum Products in Sinopec Sales Enterprises,\" and \"Interim Measures for the Supervision and Management of Engineering Quality\" formulated in accordance with this system constitute the specific provisions of this system and are applicable to the quality management and supervision in various related fields. Article 28: This regulation shall be interpreted by the Technology Development Department of Sinopec Corporation. Article 29: This system shall be put into trial implementation as of the date of its issuance, and the original \"Petrochemical Product Quality Management System of China National Petroleum and Chemical Corporation\" shall be repealed simultaneously.
