Adjustment of the safety valve??

At our construction site... after the safety valves have been calibrated by the Quality Supervision Bureau... why do we still need to adjust them on-site, setting the values at 1.04 times and 1.06 times? In my opinion, if they are already calibrated to 1.04 and 1.06 times during the calibration process at the Quality Supervision Bureau, then there’s no need to make further adjustments on-site.
The experienced workers on site said... the Quality Supervision Bureau deals with things in a cold state... while on-site adjustments are done in a hot state... Is that right????????????
After inspection, the safety valve is generally not adjusted on-site.
It should be done on-site, as there are many uncertainties associated with the transportation and storage of safety valves. Therefore, a reinspection is carried out by the local safety supervision agency at the place of installation. Safety valves generally need to be reinspected annually; however, in some places where there is no such safety supervision agency, this step can be omitted
Why do we need to conduct adjustments twice here?? If it’s as the person above said... then it would be sufficient for the quality inspection team to come and make an adjustment once saja.....
