Welding qualification issues

There was corrosion and perforation in the gas pipeline at our facility, so the maintenance team was sent to carry out welding work. The manager said that we didn’t have the necessary qualifications; I now don’t know what qualifications are required. Is it sufficient as long as the welder has the proper qualifications? There are specific requirements for gas installation work; companies must possess the appropriate licenses for processing pressure vessels (licenses issued according to specific categories). Welders must have the corresponding qualification certificates (preferably issued by authorized authorities; in cases where there are no such authorities for new materials, etc., the certification can be issued by the material manufacturers), and they must work with these certificates. If they stop working for more than 6 months, they must pass another assessment before they can resume working. Before carrying out welding tasks, there must be a welding procedure specification approved by an authorized body, and welders must follow the instructions outlined in this specification. When the pressure level of the pipes reaches a certain standard, personnel from authorized agencies must be present to supervise the work.
