In our unit, it’s always the flow meter first, followed by the control valve!
Usually, the flow meter is at the front and the control valve is at the back.
What I see is basically the flow meter in front and the control valve behind. Especially with valves controlled based on flow rate, a two-phase gas-liquid mixture may exist behind the valve, resulting in inaccurate flow measurement

In most cases on site, the flow meters are located behind the control valves; it is not necessary to pass the material through the flow meters when returning it; Only a portion of them has control valves behind the flow meter.
On the same pipe section, both the shut-off valve and the flow control device must be located downstream of the flow meter. The regulation of flow by the control valve will certainly alter the flow conditions of the medium, which in turn will change its Reynolds number and thus affect the accuracy of the measuring elements.
Sometimes, due to piping reasons, the valve is also installed in front of the gauge; we have one like that here.
From a process design perspective, the control valve should be placed behind the flow meter. If special circumstances require the valve to be installed in front of the flow meter, it is still necessary to ensure that there is a sufficiently long straight pipe section ahead of the flow meter in order to guarantee accurate measurement by the flow meter!
