The issue of transporting liquid ammonia

There is a project on an island that requires 96 tons of liquid ammonia to be transported there from the mainland on a weekly basis. I checked Article 88 of the \"Rules for Domestic Waterway Cargo Transport\" (Order No. 9 of 2000 issued by the Ministry of Transport of the People’s Republic of China), which states that \"unit roll-on/roll-off transport is not permitted for hazardous goods.\" ”. But after asking the people at the chemical engineering design institute, it was said that liquid ammonia can be transported using tank trucks via ferries; moreover, direct shipping is not cost-effective, and since the project is located far from the port, direct shipping is definitely not practical. May I ask whether liquid ammonia can indeed be transported by road tankers? Thank you!
There should be no problem with this. Think about all those vehicles that are on the roads and need to cross the river – they’re all transported there by ferries, including many truck-cars.
It would be great to find some regulatory documents that provide support; transporting hazardous materials is always a source of concern.
