As a personal investment project, I think it’s okay.
The prospects are not very good; one might consider fine chemical projects in new fields.
Market situation of chlorinated paraffins in China: In July 2008, the domestic market for chlorinated paraffins remained generally stable. The ex-factory price of CP-52 was 10,600–10,800 yuan per ton in Guangdong; 10,800–11,000 yuan per ton in Zhejiang and Jiangsu; 10,500–11,600 yuan per ton in the Northeast region; 10,500–10,800 yuan per ton in Hebei; and 9,800–10,000 yuan per ton in Henan. The ex-factory price of chlorinated wax-70 is 9,800～10,500 yuan per ton. Due to strict regulations on safety and environmental protection, chlorinated paraffin manufacturers in some areas have been significantly affected, with reduced operating rates and a decline in production and sales volumes.
