Can the basic exams for registered chemical engineers and environmental protection specialists be used interchangeably?

If one has passed the basic exam for registered chemical engineers but not yet the professional exam. The basic exam for registering as an environmental engineer is the same as that for registering as a chemical engineer. Is it possible to skip the basic exam and take directly the professional exam for environmental engineers, and then take the professional exam for chemical engineers? Do any of the sea friends know anything about this?
It shouldn’t be possible. First of all, the content of the exams is different; the basic aspects are the same, but the afternoon sessions cover different topics that are specific to the field.
