How is the liquid level in the tank for storing tar at the oil depot measured?

Our facility’s oil depot has four large tar storage tanks, each with a capacity of around 1850 m3. The wire ropes of the float level gauges in use there are constantly corroded and break, which prevents the floats from being lifted and thus makes accurate measurement impossible. Radar level gauges also cannot function properly due to the steam present in the tanks. It’s really urgent; if anyone has any good solutions, please let me know. Thank you very much.
Can’t it be measured by manual gauging?
