Question: Must a 1-ton liquid chlorine cylinder be placed horizontally when in use?

Everyone, in our factory, 1-ton liquid chlorine cylinders have always been used by being placed horizontally on brackets. Since some residual chlorine can never be forced out, I’m considering placing it with the top facing downward at an angle of about 3 degrees, so that all the liquid chlorine can be expelled. What are the risks of doing this? Could it cause the gas cylinder to be unstable? Thank you!
It should be placed horizontally; the chlorine cylinder must have some residual liquid left – it is not allowed to be completely empty. Tilting it to one side is not acceptable
It should be placed horizontally and weighed, with 5 kg reserved and not used up entirely, to prevent the accumulation of nitrogen trichloride and potential explosion accidents
The answer above is correct; it cannot be completely emptied to prevent the inhalation of other gases.
