It is stated in the design specifications and standards that facilities where flammable gases or toxic and harmful gases may be generated should be located on the upwind side of the wind direction with the lowest annual frequency of occurrence of people in that area
Can it be understood in this way: the minimum frequency refers to the lowest possible rate at which the blower operates. It is placed on the upwind side to prevent toxic gases from getting trapped, as that would be even more harmful.
