What is needed to submit a project for approval? For things like routes and stations, plans, design proposals or feasibility studies, safety assessments, and environmental impact assessments are required – what else is needed? Also, what does the owner need to provide for preparing the plan and feasibility study? Is it necessary to acquire the land rights during the plan or feasibility study stage?
As far as I know, in the case of a chemical plant, it should be as follows: 1. Board resolution letter; 2. Letter on Suggestions for Preparatory Work ; 3. Safety and environmental protection project initiation ; 4. Qualified organizations are requested to prepare: safety assessment reports and environmental impact assessment reports ; 5. Safety and environmental protection experts conduct reviews and provide expert opinions ; 6. Approvals from the relevant work safety supervision bureau and environmental protection bureau ; 7. Qualified organizations are requested to prepare a project application report, which should include a section dedicated to energy conservation; this section must be reviewed by experts ; 8. Approval of the project application report by the National Development and Reform Commission ; 9. Confirmation of the approval from the National Development and Reform Commission for projects eligible for encouragement ; 10. Filing for tax exemptions and reductions encouraged by the national tax authorities and customs, for the import of equipment ; 11. Design civil engineering and fire protection aspects in the design institute, and submit them to the fire department for review ; 12. Submit the design drawings prepared by the design institute to the review center for examination, and then submit them to the construction bureau to obtain a planning permit ; and conduct seismic fortification review ; 13. Request the design institute to prepare a special report on the design of safety facilities, organize expert reviews to obtain expert opinions, and submit them to the Safety Supervision Bureau ;
