Issues with the valve internals?

What are the differences between hardening treatment and ST stainless steel cladding for valve internals, and which of these is more suitable for steam at around 200 degrees Celsius?
For 200-degree steam, it seems that carbon steel material is sufficient
I work in design, and from a basic perspective, I think that joints made by welding tend to come loose easily; hardening treatment is a better option. It’s hard to say whether the hardness achieved through hardening treatment will meet the required standards! Moreover, it becomes more brittle after hardening, which reduces its reliability!
