Desulfurization layout

Our current process design adopts an HPF single-tower process flow. In terms of layout, the desulfurization plant is located about 15 meters away from the power distribution room in the factory area; however, during construction, the owner specified that the new requirement is for a safety distance of 30 meters between the plant and the power distribution room. I would like to ask the experts in process design or on-site production to share their opinions
Given safety requirements, the desulfurization unit should be placed at a certain distance from the power distribution room, and ideally in a location downwind of it. For the chemical industry, a general safety distance of over 25 meters is sufficient!
