Dear fellow sea freight professionals, is all expandable polystyrene considered a hazardous chemical? According to the list of hazardous chemicals, expandable polystyrene beads (those containing flammable liquids) are classified under code 41057; is it necessary to conduct a risk assessment and obtain a safety production license from the safety supervision authorities in order to approve such products?
If it is classified as a hazardous chemical construction project, the procedures for the \"simultaneous implementation\" of safety facilities must be followed.
Reply to 2# jingsan: I would like to ask further whether the warehouse for expandable polystyrene is classified as having a fire hazard of Category B or Category C. According to the List of Hazardous Chemicals (2002), it belongs to Category 4.1 flammable solids, but according to the List of Dangerous Goods (2005), it does not fall under Category 4.1 rather it belongs to Category 9 miscellaneous dangerous goods.

According to clause 3.1.3 of the building codes, the classification of items in Category B is mainly determined based on secondary oxidizers, secondary flammable substances, and secondary flammable solids as specified in the Rules for the Transport of Dangerous Goods. However, according to the latest 2005 list of dangerous goods, expandable polystyrene belongs to Category 9 of miscellaneous dangerous goods, with relatively low hazard levels; it should not be classified as a secondary flammable solid, and can instead be classified as Category C. The building codes also state that the fire protection area required for warehouses storing independent polyethylene and other polymer products can be doubled. Moreover, I consulted a similar company, which was also classified as Category C.
