Fire classification in the concentration plant during ammonium phosphate production

As is well known, ammonia neutralization is required in the production of ammonium phosphate. So how should the fire protection classification of the factory building be determined? Ammonia is classified as Category B; classifying it as Category B seems excessive. Is it appropriate for Donghua Company’s design documents to classify it as Category C? Colleagues from the design institute, please share your opinions.
I think it’s necessary to consider the specifics; if the liquid ammonia evaporator is located inside a building, then that building should be classified as Category B in terms of fire safety； If the liquid ammonia evaporator is located elsewhere, the fire protection rating of the neutralization and concentration plant can be appropriately reduced.
