A flow meter shows good flow, a local pressure gauge shows good pressure, but the pipeline is cold – what could be causing this? How should I proceed? (The transport medium is heavy diesel)

Is heavy diesel hot? Is there actually fluid flowing through?

How could that pipe still be cold? If your conveying medium (heavy diesel) is actually human fluid, it simply indicates that the system has just been started up; the temperature of the pipes when touched is approximately the temperature of the cold oil remaining in them before shutdown, or it may be due to other process-related factors that prevent the pipes from heating up quickly.
What is the process design temperature? As a instrumentation professional, one should know not to guess randomly!
