In general, it is possible to replace such pipes. This is also because domestic design firms tend to leave a larger margin when designing. However, if it is foreign design firms involved, then changes cannot be made arbitrarily; of course, you can also consult the design firm in question.
I think first, a calculation for reinforcement through drilling is necessary; if that calculation is approved, it still needs to go through the design institute, and the manufacturing factory must issue a material substitution form, which must be signed and stamped by the design institute to be valid.
