Weak question: Do hazardous chemical manufacturing enterprises need a filling license to fill products such as chloromethane?

I’d like to ask gently: my company is a enterprise that produces and stores hazardous chemicals, and we hold the approval certificates for production and storage as well as the safety production license. When exporting chloromethane, filling operations are involved. Do we need to obtain a filling license for this?
If filling into bottles requires procedures, filling with tank trucks does not.

“Regulations on the Safety Supervision of Gas Cylinders” **Order No. 46 of the General Administration of Quality Supervision, Inspection and Quarantine. Article 23: Gas cylinder filling units shall submit a written application for filling permits to the special equipment safety supervision agencies under the provincial quality supervision departments. Upon review, those found to meet the requirements will be issued a \"Cylinder Filling License\" by the provincial quality supervision department. Those who do not hold a Gas Cylinder Filling License shall not engage in gas cylinder filling operations.
There is no requirement for a filling license for tank trucks, but they must obtain a \"Liquefied Gas Tank Truck Use Certificate\". It should be noted that, in accordance with the \"Guiding Opinions on Further Strengthening the Safe Production of Hazardous Chemicals (No. ***26)\\", the use of hoses for filling liquid chlorine, liquid ammonia, liquefied petroleum gas, liquefied natural gas, and other liquefied hazardous chemicals is prohibited.
Filling personnel must obtain the necessary certification before taking up their duties.
