What is the maximum design margin?

Dear colleagues, when responding to a post from my friend Hai Chuan, I found that the theoretical values I calculated differed by a factor of 4 from the actual values of the equipment used in our company. Specifically, for titanium coolers, the theoretical value I calculated required a heat exchange area of 40 square units, whereas the actual area we used was 160 square units. Moreover, I have confirmed that there are no errors in my calculation process or results. Upon inquiry, it was said that the design institute has a large margin of tolerance. What I need to ask now is what value is appropriate for this design margin? 4 times is way too much. I hope everyone can give me some advice! ， ， -
What scale? What is the chlorine inlet temperature? Be clear about what you mean.
