Some say it should be determined by process engineers, while others say it should be decided by electrical instrumentation and automation engineers. I would like to ask the professionals here: who exactly should be responsible for creating it? Thank you!

The process engineer is responsible for the PFD, while the PID is developed jointly by the system and control teams.

Process engineers are responsible for completing the PCD and PFD, while PID* process system engineers handle it – this is a division of labor based on specialization. If your organization does not have such a division of labor (with specialized process engineering roles), then the tasks related to PCD, PFD, and PID are all handled by the process engineers (of course, with the necessary cooperation from electrical and instrumentation specialists).
