China Chemical New Network News: On the 21st, the Energy Administration signed responsibility agreements with 26 provinces in Beijing regarding the shutdown of small thermal power units by 2010, in order to ensure that the goal of shutting down 10 million kilowatts worth of such units by the third quarter of this year is achieved. The 2010 National Power Industry Meeting on Phasing Out Obsolete Production Capacity was held on the 21st. It is reported that the **Energy Bureau has broken down the plan to shut down small thermal power plants with a capacity of over 10 million kilowatts into specific actions for nearly 400 units at more than 140 power plants, while also specifying the dates for their shutdown. Among the 16 provinces that had already achieved their shutdown targets under the 11th Five-Year Plan, 12 provinces voluntarily expanded their shutdown plans, namely Jiangsu, Shandong, Zhejiang, Liaoning, Guangdong, Henan, Hebei, Jilin, Sichuan, Fujian, Heilongjiang, and Shaanxi. Under the new plan to shut down small thermal power plants, more than 70 million kilowatts of such capacity will be shut down nationwide during the 11th Five-Year Plan period. Based on calculations assuming that larger power plants generate electricity using the same amount of energy, 81 million tons of raw coal can be saved each year, sulfur dioxide emissions can be reduced by 1.4 million tons, and carbon dioxide emissions can be cut by 164 million tons. These figures represent reductions of 2.6%, 5.5%, and 3.2% respectively compared to 2005. It is reported that eight provinces, including Liaoning, Heilongjiang, Shandong, Hebei, Jiangsu, Zhejiang, Guangxi, and Xinjiang, carried out centralized demolition operations using explosive charges against small thermal power units on the 21st; a total of 20 such units were shut down, accounting for 2.373 million kilowatts in capacity. To date, 4.11 million kilowatts of small thermal power units have been phased out in 2010. As the process of shutting down small thermal power plants progresses, fewer units remain that can be shut down, making the task more difficult. The challenge of finding employment for the staff involved becomes greater, dealing with debts becomes more complicated, and asset relationships become more intricate, thus posing difficulties for this shutdown process. It is reported that in the next step, a series of comprehensive measures will be adopted to promote the shutdown of such facilities, including supporting projects aimed at replacing smaller generating units with larger ones that can also ensure proper employment for the workers involved; such projects will be given priority in the **electricity development plan ； Improve the scheduling method and expand the scope of pilot programs for energy-saving power generation scheduling ； Strictly implement the management regulations regarding the grid-connected electricity prices for small thermal power units ； Strengthen the supervision and inspection of pollutant emissions from thermal power units, as well as the management of pollution discharge fees ； Units that are shut down are encouraged to receive compensation such as those from power generation quota trading.
